The performance review paradigm (or ‘reflection and development’ as we now call it!) was something that fostered quite a different attitude within the business.  Learning and feedback became an expectation and a constant, and the focus became on tangible outcomes that were reviewed at regular intervals.  After the changes were implemented, it was much easier to track staff engagement and improvement, and identify areas for development. 

The focus on improvement and objective data made a great difference to the mood of performance reviews, as they became collaborative rather than tense.  To the extent that tension existed, it was explicitly acknowledged and dealt with.  This made the conversations go far more smoothly, as everyone knew that sensitive topics (such as pay) would be dealt with openly.  It was transformative.
